Cabinet Office: Gender Pay Gap Service

Project Overview:

This project focused on improving how employers report and address their gender pay gap (GPG). The goal was to streamline the reporting process and encourage employers to take action in closing their Gender Pay Gap.

The Problem:

  • Reporting GPG data can be time-consuming and cumbersome for employers.
  • Mandatory, legal requirements alone didn’t necessarily incentivise employers to actively address their pay gap.

The Process (Taking Over a Beta Service):

Taking over the project in its Beta phase and leveraging existing research and conducted new studies to gain a deeper understanding of employer needs.

Understanding Existing Knowledge and User Issues:

  • Data Analysis: Analysing service usage data to identify user drop-off points and potential areas of difficulty.
  • Feedback Analysis: Reviewing feedback submitted through various channels to understand common issues faced by employers.
  • Stakeholder Meetings: Through meetings with internal stakeholders and behavioral scientists, we gained valuable insights into the challenges employers face regarding GPG.

User Research and Persona Development:

  • User Recruitment: Recruited real employers to participate in user research sessions.
  • Research Sessions: Conducted in-person and remote research sessions to gain a nuanced understanding of employer needs and work context.
  • Data Synthesis and Personas: Analysing user research findings through team sessions. These insights informed the development of updated user personas representing different employer types.

Prototyping and User Testing:

  • Updated User Journey: Based on research findings, we created an updated user journey map that reflected the employer’s reporting experience.
  • Prototype Development: Designed a prototype of a new reporting portal that aimed to be more user-friendly and engaging.
  • Prototype Testing: Conducted user testing sessions with additional employers to gather feedback on the redesigned reporting portal.

Results:

This research informed development of a new service that aimed to offer the following:

  • Simplified Reporting System: A streamlined and user-friendly reporting process that reduces the time burden on employers.
  • Actionable Insights: Provide employers with clear, actionable insights into their GPG data, along with practical recommendations for closing the gap.
  • Behavioral nudges: Informed by behavioral science, the service aimed to subtly encourage employers to take action towards achieving pay equity within their organisations.
